This study examines Emergency Vehicle Fleet (EVF) design optimization using queueing theory to balance idle vehicle costs against service wait times. The research proposes a novel hierarchical fleet deployment model that considers key performance metrics like response times and fleet capacity. The methodology is validated using real-world datasets and aims to contribute to zero transportation externalities in smart cities
